How each rate is calculated
Both rates use the same starting point: a cohort of students who enter in a given fall term. You then check where they are one year later, in the following fall.
For retention, you count how many of that original cohort re-enrolled at your institution and divide by the cohort size. For persistence, you count how many are enrolled anywhere in higher education, at your school or any other, and divide by the same cohort. The persistence figure includes everyone the retention figure does, plus the transfers, which is why persistence always lands at or above retention for the same group. When you see the two numbers side by side, the space between them is essentially your transfer-out rate.
Why the gap between them matters
Imagine a student leaves your institution after freshman year and enrolls at a community college closer to home. Your retention rate treats that as a failure.
